No User History Found

I'm trying to get User History working with my clients. I followed the directions online. I turned on auditing in group policy. The TOES logs show that the tray app has started and it is recording the current user, but for some reason it is not passing it along to theopenem. I don't see any errors or warnings, but there is an informational line that says "PolicyRunner - No Policies For Trigger Login Were Found For This Computer". I double checked that this policy is applied to the "Built-In All Computers" group. I did some searching online, but I am not sure how to move forward with troubleshooting this.

I was going to delete the original post, but I figured I should leave it up in case anyone else comes across this. I ended up creating a new group just for testing and when I moved the computer I was testing with into that group and applied the same policy to it, it started working. It must be something with that "Built-In All Computers" group.
