I have recently set up toems after using clonedeploy for years. I also noticed that the BCD file were missing and without them Wie did not work. In my case I used the BCD files from clonedeploy. Which worked for our latitude 3510 laptops. However, they did not work for our new Latitude 3520 laptops. it seemed as though winPE build did not include the universal token and drivers even though I added them to the file. I would think that toems has something built in to build the BCD files but I have not found it yet. For now I plan to build a new BCD file. It seems after some research that building a new BCD file is not too hard based on this tutorial.
