Is the Imaging server enabled and IP Address correct?

I have this error and i went into the forum and searched and saw it's a web.config uploadapi thing. I have it set to my private IP address is there anything else i need to put into it for it to upload?

This is my first time running this software and it won't let me install it and when I reboot to reinstall it gives me the same error any ideas for me to try
