Unable to Change WallPaper After Image Deploy -Win10

Hello Support,
I'm new here. I uploaded an image to my server successfully however the deployment is showing a background I cannot change. the message reads
" This computer is finalizing the setup process...
Please wait for this message to close before using the computer
This computer may reboot without warning"

Please help. I will attach the laptop wallpaper here too.

You need to create an image cleanup policy.

Alternatively when using the image prep tool, just uncheck the Enable WinLogon Finalizing Background option.
