Limited User Access

A restricted user access to specific computer groups, we have a need to give access to a user group outside ours but only for remote access and rebooting the pc's. I looked through the ACL section and didn't see anyway to restrict the computers they could view.

You need to create a user group, from there you can assign the computers.
