              @theopenem_admin Application.log This was the only log which showed, the others were clear

                There isn't anything in there that is relevant. This means Theopenem hasn't finished it's initial startup. Was this a clean server? My guess is that IIS isn't configured properly. You could check the event log for IIS errors, other than that, I would say make sure you are using a freshly installed server.

                  @theopenem_admin this is clean server install with 2019 standard running on it, no prior install of theopenem. IIS server seems to be running, I don't see any issues in log files. ISS.PNG

                    Something is wrong with your IIS bindings. Your webserver isn't listening on any ip addresses. You need to add your ip to the binding or use a "*" for any interface
